Change DA-type in the middle of the running chain

In the current working process, we cannot change the DA type, so if we encounter a DA-related problem during the testnet, we have to do a new installation and all the data is damaged. 
This should be changeable (I don't know if it's technically possible, but when a DA has a problem, for example Celestia PayForBlob transactions are suspended and Avail is used until they are fixed)
