I wanted to know if this model can predict skin lesions on any external image dataset.

It is always predicting Actinic keratoses for me.

In case I download de VGG16.h5 model for prediction from the given link, I get:
ValueError: You are trying to load a weight file containing 15 layers into a model with 7 layers.
