Warning for deprecated option --dev on mypy static check.

To Reproduce
Steps to reproduce the behavior:

$ poetry run nox -s mypy

Expected behavior
No warn.

The `--dev` option is deprecated, use the `--with dev` notation instead.

Once the pull request is merged, we will need to tweak noxfile.py a bit.
