Drift detection, destruction but no recration

Hello,

I use the timestamp function in order to recreate a manifest each time I deploy a manifest.
I don't understand why the provider detects the drift says that it needs to be replaced but it just deletes the manifest without redeploying the new one.

What's wrong please ?
