Create custom input ,type="number" HTML element

The default input element of type "number" doesn't wrap around values,

if it reaches max, it must be reset to 0 to go over less values,
it can also be handy to switch over AM/PM while increasing the values

Creating a custom input HTML element will make setting times more easier.
