Transition to Ruff Formatter Post Stable Release

We are planning to update our code formatting standards by transitioning from Black to the Ruff formatter. Currently, Ruff is in a beta yet production-ready state, as noted in Astral's blog post. The primary motivator for this transition is Ruff's notable speed advantage over Black. However, to ensure stability in our projects, we will adopt Ruff only after it reaches a stable release.
