Handle proposal subroutines errors as ARC-65-ish #360
Description
since unassign_absentees_check_authorization is expected to return an error type, would it be better to return an arc65 error here instead of mixing asserts with return errors? Usage of this subroutine already has logic for handling returned errors anyways
