attention_optimization initial_program.py has no evolve block

From what I can see attention_optimization/initial_program.py, has no # EVOLVE-BLOCK-START.

If this is intentional, it would be great to explain what parts are being optimized.

If there are no evolve blocks the full program is been optimized. You will get similar behavior if we set diff_based_evolution to false. It will take the entire initial_program.py and use it in the prompt.
