Description

As a sys admin I want to be able to have multiple instances of the whiteboard collaboration service operational to deal with heavy operational load.

Acceptance criteria

• Allow multiple whiteboard collaboration service instances to be operational in the cluster (horizontally scalable ervice)

Additional Context

Current deployment setup has a single whiteboard collaboration service operating. The functionality for communication between the instances is still in place but disabled.
