Add ability to ignore only specific parts of the --strict option

I have a large project that has files that comply with some parts of the --strict option, but not all. I would really like the ability to only ignore a subset of the --strict option on a per file basis using the @ts-strict-ignore comment. This way I could only ignore the rules that the file violates instead of all strict rules and my team wouldn't be unknowingly introducing new types of strict violations to files that don't violations of those rules.

This would be nice, so we could incrementally improve files. I suspect this would greatly complicate the tool though.

I think it's unlikely it'd be added; we'd need to run a distinct compilation for each unique combination of options. Two is already a lot.
