Migrate all Alley projects off of the .github workflows #102

I would like to see all alleyinteractive organization projects migrated off of the .github workflows. They should be migrated to using action-test-php, action-test-node, and action-release while being rebased on https://github.com/alleyinteractive/create-wordpress-plugin.
See the sub-issues for project-specific issues. Search for all projects that use .github/.github. Note: the dependabot workflows are not deprecated and can remain as-is.
