Docker compose files for an easier start

As an interested user of this project, I would like to have docker compose files that helps me starting the application on my side.

Requirements:

• have a docker compose file running hedera-61850-gateway, fledge including fledgepower-north-der-scheduler-fledge-mqtt-publisher-south for the user with access to HEDERA and the fledge gui
• have a docker compose running fledge inclusing fledgepower-north-der-scheduler-fledge-mqtt-publisher-south and fledge gui

Yes exactly that.

The docker files just need merge of the existing branches, they are already there:
This docker compose will start a FLEDGE instance running both fledgepower-north-der-scheduler and fledge-mqtt-publisher-south, this docker file will need to be merged into the docker compose in order to have the hedera-61850-gateway starting up in one call to docker compose
