[Navigation] Waypoint input

Summary

We would like to navigate based on an input of waypoints. At the moment, we can select 1 waypoint in our rcdt_gui.
We update the existing ui tool similar to vizanti (nice gui). When the DoD can't be reached we'll use another tool.

DOD:

• We can select multiple waypoints on the map
• We can easily change the order of waypoints
• We can remove waypoints
• Load and save multiple waypoints
• Test in simulation
• Test on Panther and Lynx in real life
• Documentation up-to-date
• Reviewed

Motivation

This enables us to navigate to points of interest. For example based on asset data from Alliander.

Additional Context

Possible nice to haves: Automatically delete waypoints when reached, actions linked to waypoints (f.e. take photo?), see where you are on the map, RD, links to internal systems.
