[Bug]: Blade Symphony Issue - Required extension (sdkhooks.ext) is not running #2379

Blade Symphony (225600), latest version
SourceMod Version
1.12, 1.13

Version Verification
- I have updated SourceMod to the latest version and the issue persists
- I have updated SourceMod to the latest snapshot and the issue persists
- I have updated Metamod:Source to the latest snapshot and the issue persists

Description
After recompiling plugins, using spcomp64.
I uploaded plugins to the plugin's folder on a server and ran it.
After entering a server and using a sm plugins list command.
I saw an error message, that the required extension is not running (sdkhooks.ext).
I tried stable and dev builds of mm and sm.
But the issue persisted.
Which makes me believe, that gamedata for Blade Symphony was incomplete and lacks many features, etc.
Steps to Reproduce
Steps to reproduce this issue:
- Put any sdkhooks required plugin into the plugins folder and run a local, or dedicated windows/linux server.
- Enter a server and type the sm plugins list command in the console.
- Error message at the end of the list will be shown.
