Inline Actions → DM Signing Handshake

Context:

Inline buttons (Reply, Like, Dislike) should trigger a DM with the signing link only after the user has /started the bot, per Telegram policy.

Acceptance Criteria:

• Callback handler blocks Telegram inline actions until the user has /started the bot and surfaces the guidance alert.
• Authorized users receive a DM summarizing the action with the signing link.

Prototype currently sends DMs with signing links; we must enforce /start, improve logging, and finalize copy.
