Feature request: ability to schedule scheduled removal PR creation for temporary users

e.g. pentesters.

Could use some fun github action trickery.

Or could perhaps just piggy-back on alex monk's old pipeline which alerts us to aws users that are no longer present in the google org and prompt us to create the PR ourselves.

Whichever's easier.
