unable to call invoke

Im trying to create my first python tool with snakeplane and after creating the initial folder as described in the pilot page, I can't run the invoke call to either freeze pip or create a test build.
Is there a step I'm missing or a variation in the command that I should be using?

Have you pip installed invoke? i.e. pip install invoke

No is that not included in the build/setup process?

also I have tried to rebuild the entire download and when running env\setup_environ.bat

the error i get back seems to indicate that C++ 14 is needed but not included in the install package. Should that be the case?

Ok so I have found the because of an install failure on regex==2019.1.24. What is that package needed for? can it be safely removed (which is what i have temporarily done to get invoke running)?
