Is Hand-Tracking available for Android phones?

Basically, I downloaded PhoneVR on my phone to connect to ALVR, and so far somehow no bugs happened. I just tuned the colors to be a bit brighter to match the "VR View" on the SteamVR thing (basically match the colors you were supposed to see normally), but thats about the worse that happened so far. However, I was messing around with the settings and found out hand-tracking things. Can you use the phone's camera with the ARCore things that would enable hand tracking on mobile?
