I don't see rspamd packaged in Fedora, so this would be a from-scratch packaging effort. Is there a particular reason this is favorable over spamassassin, which is already in AL2023 repos?

Step 1 would be someone packaging it for Fedora.

I don't think this will make it to our priority list anytime soon, but if you (or someone else) picks up this work, it makes it a lot easier for us to consider either for core AL or SPAL. Even if we didn't take it, you can have COPR build for AL2023.
