OpenShift: Set ImagePullPolicy in operator deployment to pass to K8s job definition

While developing, I'm updating the claude-runner code and using the same image - there's no way to update the image in the K8s Job definition other than to change the tag - we should set the ImagePullPolicy as an env var to configure PullPolicy
