api to syllabify sanskrit words - extract separate api from vidyut-chandas

It will be useful to expose an api to get aksharas from give string. This will allow us to build a stemmer/lemmatizer for a search engine.

vidyut-chandas code already has this capability, but useful to expose the intermediate funciton
