LICENSE is too vague

The license file says:

Please refer to the source code files in BLAS Library for all copyrights and licenses.  

Unfortunately, many files don't have licenses at the top, they just say "copyright AMD all rights reserved", notably some of the Python scripts in the build system. If you could specify the license that applies to such files, that would be great.

Even better, a fully comprehensive list of licenses would be useful for packagers! Saves a bit of grepping.

I'm not a lawyer myself, but I can imagine one arguing that

Copyright (C) 2023, Advanced Micro Devices, Inc. All rights reserved

in a particular file, combined with

Please refer to the source code files in BLAS Library for all copyrights and licenses.

implies that that file may not be downloaded, modified, distributed, or otherwise touched, except by viewing the file or forking the repo on GitHub. I'm sure this is not AMD's intent since the majority of files are not like this, so it's great that you are looking into this with your legal team.
