onStartOrResume and onDownloadComplete called at the same time with file size 0 KB

This issue is happening randomly. For same file URL, sometimes it works without any issue, and suddenly this issue appears.
When the issue occurs, the onStartOrResume and onDownloadComplete call-backs are called almost at the same time with no onProgress call in between. Upon checking the destination file size, it remains 0KB.
