SPM Hangs on Github when using 1.2.4

When I update the swift package manager resolved file to use the latest version, which is 1.2.4, building with xcodebuild with a Github action just hangs. When I roll it back to what was previously being used, 1.0.3, it works as expected.

We use Fastlane to manage the build process.

This is the revision and version number that fail.
