Debugger v2: debug attributes preference does not request restart

Describe the bug
The "Include debug attributes in IIO Explorer" preference is only applied when Scopy is restarted, but this preference does not request restart.

To Reproduce
Steps to reproduce the behavior:

1. Go to Debugger preferences.
2. Disable the preference.
3. Observe that restart is not requested.
4. Go to the Debugger Instrument and check if debug attributes are still visible.
5. Restart Scopy and observe the applied preference.

Expected behavior
The preference should request a restart in order to properly apply changes.
