[Feature Idea] GIF Library

I know we have GIF emojis and GIPHY, but I think a cool feature would be to allow us to upload GIFs to make our own library for the server, because some GIFs can't be made into emojis and GIPHY kinda just- sucks most the time. It'd be nice to upload GIFs and tag them with various words so we can search our own private database. Maybe make a separate database size limit for it so the library doesn't get too big so we don't need file size limits.

I like the idea of a server-maintained GIF library. I'll think about how to scope and organize it it so it doesn't balloon storage wise.
