Auto Detect Encoding of CSV File

It would be good, if the Delimited Text Import would automatically fetch the correct Encoding type of a file.
It seems to recognize, that the wrong encoding is selected, but it does not automatically switch to the correct one.

AFAIR the problem is that it isn't possible to reliably determine the "one true encoding" of a file.

The best one can do is determine if an encoding is the wrong one based on the presence of characters or sequences that are disallowed for an encoding.

Anyway, I'll have a look at this problem again.
