Failed to run MSBuild command

Failed to run MSBuild command :
MSBuild.exe
to get the value of VCTargetsPath

I have an error in the 6th step, when I try to launch cmake.
I use opencv3.1, and also cmake 3.10.
can you tell me what should I do to fix this error?
