Inbound packet loss

Under modest load of 1000 inbound signals per second, this tool experiences sporadic loss of 1-10 our of ~100K signals.

Debugging shows that these inbound signals are not received by packet handler of jNetPcap. At least by the time we get corresponding outbound signal.

Possible cause: winpcap intercept packets below TCP level - at IP level packet order is not guaranteed.

Update: we have been running this tool for very long periods of time with virtually zero packet loss.
