Why is arpy locked at 1.1.1 when the latest version is 2.3.0?

It looks like when static archive support was first implemented, the most recent version of arpy was 2.0.0, which is now yanked. It's likely we could unpin the version now and have it work, but we don't seem to actually have test cases to assert that it works...

My grep command showed that arpy's references are few, and its usage is quite simple. As you said, I think it's really worth updating the version limitations :)
