docs(devtools): add section for withTrackedReducer #275

Alternative Event Tracking: withTrackedReducer #266
is in code review. But I was asked to create a separate PR for the docs. Formally tracking that here.
Essentially, some subsection of the devtools doc page. Beyond covering what withTrackedReducer does and give an example, it will mention the runtime errors for not configuring it correctly with the devtools.
