Build/UpdateAssemblyInfo.ps1: Fix encoding

For some reason this file suddenly started opening as UTF16-LE, although
it has not been touched in ages and has been working all along.
Tried cloning from scratch and using different editors, but it kept reading
wrong. Trying to fix with this commit. Weird.
