deck description: textbox shrinks after keyboard opens

What are the steps to reproduce this bug?

1. Open a long deck description.
2. Open the keyboard.

The whole pop-up and the textbox shrinks so that I can only see a few lines at a time.

FYI it wasn't like this before the recent changes, so I suspect this is the cause:

• feat(deck-description): 'Format as Markdown' support & various UX improvements #18748

Also, I can only repro on one of phones, the other looks good.

Expected behaviour

The textbox shouldn't have shrinked.

How long is "long"? I tried a description that takes about 12 seconds to scroll through in the deck overview screen and the popup didn't shrink.

I tried to reproduce this again in current main branch in Pixel 5 small screen phone, but can't see shrinking textbox
