Desktop: double-click title bar should maximise window

Description

In the desktop app, double-clicking the title bar does not currently maximise/unmaximise the window.

Expected behaviour:

• Double-click on non-interactive title bar area toggles maximised state.
• This should be standard maximise behaviour (fill screen), not macOS native fullscreen mode.
