[FEATURE]: Allow commands in .agents/commands to follow the .agents/skills

Describe the enhancement you want to request

In release v1.1.50 we have "Add support for reading skills from .agents/skills directories"

It would be good to be able to co-locate commands in the same structure to avoid having the custom AI coding tooling across multiple directories. Even if skills can be invoked as commands via the /skills menu I find it convenient to be able to trigger my commands direct.
