Restructure the build package docs workflow and set the schedule so nightly builds happen twice a week without any deployment.

- [x] Create a main workflow file that holds the schedule and workflow triggers
- [x] Edit the schedule so that nightly builds occur twice a week without any deployment
- [x] Convert the current workflow into a "reusable" one that gets called by the main workflow file
