[Feature Request] Default local rulesdir to be included by default

It would be convenient to be able to have a local .ansible-lint-rules folder in my git repo that would be included by default if present.

I think having an .ansible-lint file with the local rules set in that file would be easier

#290 implements the configuration file if you'd like to check if it would meet your needs.
