Stable is no longer a valid version since there are multiple stable versions and that link is obsolete. The default version when you access the root project is the latest stable version: https://ansible.readthedocs.io/projects/rulebook/en/v1.1.3/
There is also a version for the head of the stable-1.1 branch: https://ansible.readthedocs.io/projects/rulebook/en/stable-1.1/
And for the latest version (head of main): https://ansible.readthedocs.io/projects/rulebook/en/latest/

I don't see any reference to the mentioned link, if I'm wrong, let me know and we can update. Otherwise I can close this issue.
