Do failover playback streams work in HLS playback, or do they only work with WebRTC?

Yes, failover playback also works with HLS, not only WebRTC. Failover is handled by the AMS web player, so it works with any playback protocol supported by the player (WebRTC, HLS, DASH), as long as you use play.html with the backupStreamId parameter.
