test(tree): move all snapshots to under a directory that only contains snapshots (microsoft#25780)
## Description
This PR moves all existing snapshots under from `src/test/snapshots/` to
`src/test/snapshots/output`.
This ensures that all snapshots are under a directory that only contains
snapshots. A follow-up PR will leverage that to change how snapshots are
regenerated.
