Bump DuckDB version to 1.3.2

With version 1.3.2 the native DuckDB storage format is stable and will be backwards compatible. The current version of Tad can't open a database I created with this version, but it looks like updating duckdb-async to 1.3.2 should work. Also would be a good idea to update tad to use version 1.3.2.

I've also found an issue reading parquet files using float16 created with newer versions of pyarrow (v21.0.0). Not 100% sure this would be fixed by a duckdb version bump but I suspect it might be.

I'd love to see this too. Tad is fantastic for some of my less technical users - does @antonycourtney need help with maintaining the package?
