There is missing [upgrade wizard](https://docs.typo3.org/m/typo3/reference-coreapi/13.4/en-us/ApiOverview/ContentElements/MigrationListType.html#plugins-list-type-migration-extbase-upgrade-wizard) when switching between TYPO3 v12 & v13
