Update Extensions Commit for 0.8.2 (microsoft#1519)

1. Fixes needed for Phi-4 model quality issue:
microsoft/onnxruntime-extensions#957
2. Think tag logic update for DeepSeek:
microsoft/onnxruntime-extensions#956
