Fill PDF and Create Download Link

I'm seeing the option to fill a PDF, Generate a PDF, I also see an option to create a download link of a PDF after creating an etchPacket or workload, but is it possible to create a PDF download link directly after filling without creating an etchPacket first? If I'm a user and I want to download the PDF, without signing first, how can I do that?
