How apisix ingress controller repush data?

I conducted a small test, and the steps are as follows: (apisix, ingress-controller)

1. disable apisix admin port
2. change ApisixRoute dr content (after step2 etcd data didn't change because ingress-controller can't connect to admin port)
3. enable apisix admin port
4. after a few seconds, etcd data updated.

Could anyone tell me how this works? controller will keeping retry bad request or by other way?
