docs: document third-party ecosystem (tools, drivers)

What feature or improvement would you like to see?

ADBC has grown considerably outside of ASF org repos and this growth includes third-party ADBC drivers and tools for installing them. We should document the third-party ecosystem so people can find things and update existing docs that awkwardly tell users to magically know the absolute path of their driver shared library.

Key thing here is to leave no uncertainty that these drivers and tools are third party projects not affiliated with the ASF.
