[Dev] Archery should be able to use PyGithub > 2.9.0

Describe the enhancement requested

Archery broke due to the PyGitHub 2.9.0 release, see:

• [CI][Dev] Archery unit tests are failing due to wrong expected URL #49596

While trying to fix, I've realized this would require a bigger refactor, see comments here:

• GH-49596: [CI][Dev] Pin PyGithub to < 2.9 to fix broken archery #49597

We agreed that in order to fix the broken archery we would pin PyGithub but we should investigate and refactor archery so it's able to work with newer PyGithub.
