[Bug]: Issue downloading apache-beam[gcp]==2.62.0 through pip

What happened?

After the package shapely had it's recent release to 2.0.7, we had issues installing apache-beam[gcp]==2.62.0 through pip and had to run sudo apt-get install libgeos-dev to be able to install apache-beam[gcp]==2.62.0 successfully.

The recent release of shapely seemed to require additional installations without notice.

And our released containers also pin shapely==2.0.6 (https://github.com/apache/beam/blob/release-2.62.0/sdks/python/container/py312/base_image_requirements.txt#L151)
