[Feature Request]: [IcebergIO] Allow users to pass table properties to be set when creating a table

What would you like to happen?

Currently we create tables with no preset properties. We should add a new top-level config option to pass a map of table properties to set (see TableProperties)

I have come up with an approach, I was thinking of overloading the createTable table function:
