Remove legacy Jenkins files, as all Beam workflows run on GitHub Actions now.

Code Review

This pull request removes a significant number of legacy Jenkins files and configurations from the .test-infra/jenkins directory. The changes are consistent with the project's migration to GitHub Actions for all workflows. The author has done a good job of not only deleting the Jenkins-related files but also cleaning up references in the Gradle build settings and project documentation. The changes look good and help reduce the maintenance burden of obsolete CI infrastructure. I've added one minor suggestion to ensure file formatting conventions are followed.
