Code Review

This pull request removes a significant number of legacy Jenkins files and configurations from the .test-infra/jenkins directory. The changes are consistent with the project's migration to GitHub Actions for all workflows. The author has done a good job of not only deleting the Jenkins-related files but also cleaning up references in the Gradle build settings and project documentation.
